PLANNING COMMISSION
MEETING MINUTES
7:30 PM
December 9, 2008

A Regular Meeting of the Planning Commission of the Township of Salisbury was held on the above date at the Township Municipal Building located at 2900 South Pike Avenue, Allentown, Lehigh County, Pennsylvania. Present were Commissioners Beck, Hebelka, McKitish, Hassick, Schreiter and Licht. Also present were Mr. Tettemer, representative of the Township Engineer; Attorney Ashley, Township Solicitor; Ms. Sopka, Planning & Zoning Director; and Mr. Soriano, Township Manager.

CALL TO ORDER
Mr. Beck called the meeting to order.

APPROVAL OF THE MINUTES – November 12, 2008 Meeting
On Motion by Mr. McKitish, seconded by Mr. Schreiter, the Planning Commission voted 5-0-1 to approve the November 12, 2008 Planning Commission Minutes as submitted. Mr. Licht abstained.

Consideration of the Samuel M. Gentile Minor Subdivision Plan. Property located at 757 Weil Street, Bethlehem, PA 18015 in an R-4, Medium Density Residential Zoning District. Four (4) sheets – last revised October 17, 2008.

Present were Doug White, of Lehigh Engineering; John Howard, developer; and Robert Knauer, counsel.

Mr. Tettemer highlighted the Township Engineer review letter dated November 6, 2008.

Mr. Beck noted that there was a letter from the City of Bethlehem indicating that water service would be available to the project and the presence of elevation limitations in the area.

Mr. Schreiter suggested that the developer be required to place a deed restriction relative to the height elevations as well as a note on the site plan and no fire protection service.

Charles Ianetta of 1750 Savercool Avenue expressed concern with water pressure problems and what could happen in the event of a fire.

Mr. Beck noted that the Township has water tankers available as an alternate source of water.

Ken Wied of 803 Weil Street commented that he had not received a response to his letter to the City of Bethlehem with questions regarding the water pressure testing that they had performed. He suggested removing hydrants that do not work adequately to save money. He commented that water pressures may be higher in the afternoon if the tests were performed at that time when most people are away from home. He noted that they would be much lower in the evenings or early morning when most people are still home. He inquired about the sewer service for the development and tree removal guidelines.

On motion by Mr. Hebelka, seconded by Mr. McKitish, the Planning Commission voted 6-0 to approve the Samuel M. Gentile Minor Subdivision Plan, subject to Township Engineer’s review letters, the discussions tonight concerning adding notes to the record plan and the deed restrictions as well as referencing the elevation limitations, and applicable Federal, State and/or local ordinances and requirements.
